Parts 1 and 2 of Annex I add numerous new chemical entries, such as Abamectin, Acrolein, Asulam-sodium, Bendiocarb, Benfluralin, Chloridazon, Chlorsulfuron, Dihexyl phthalate, Fenpropimorph, Molinate, Oxadiazon, Oxamyl, Profenofos, Silver copper zeolite, Silver zeolite, S-metolachlor, Sodium perborate, Sodium peroxometaborate, Spirotetramat, Tralkoxydim, Triadimenol, Triflusulfuron-methyl and Warfarin, each with its CAS/EC numbers, CN codes, category and use limitation.

Several entries present in the earlier text, such as Azinphos-methyl's separate listing details, Rotenone's use limitation, Terbufos's use limitation, Warfarin's placement, and Simazine's use-limitation coding, have been altered or moved between the two versions.

ANNEX I LIST OF CHEMICALS (referred to in Article 7) PART 1 List of chemicals subject to export notification procedure (referred to in Article 8) It should be noted that where chemicals listed in this part of the Annex are subject to the PIC procedure, the export notification obligations set out in Article 8(2), (3) and (4) shall not apply provided that the conditions laid down in Article 8(6), first subparagraph, points (b) and (c), have been fulfilled. Such chemicals, which are identified by the symbol # in the list below, are listed again in Part 3 of this Annex for ease of reference. It should also be noted that where the chemicals listed in this part of the Annex qualify for PIC notification because of the nature of the Union’s final regulatory action, those chemicals are also listed in Part 2 of this Annex. Annex I has been substantially revised, with numerous entries across Parts 1, 2 and 3 receiving updated EC numbers, CN and HS codes, and additional or removed CAS numbers, and with several new chemicals such as 2,4-Dinitrotoluene, 4,4'-Diaminodiphenylmethane, Benalaxyl, Beta-cyfluthrin, Bis(pentabromophenyl) ether, Bromoxynil, Chlorpyrifos, Chlorpyrifos-methyl, Empenthrin, Epoxiconazole, Fenamiphos, Mancozeb, Mecoprop, Mercury, Methiocarb, Perfluorooctanoic acid (PFOA) and its salts, Thiacloprid and Thiophanate-methyl being added.

Some entries present in the earlier version, such as Cyanazine's listing category changes and certain lead compound identifiers, have been reformulated with different chemical identifiers or removed, and a number of substances such as Toxaphene and several PFOS derivatives now carry revised or expanded HS code listings.
