Annex I has been substantially revised, with numerous entries across Parts 1, 2 and 3 receiving updated EC numbers, CN and HS codes, and additional or removed CAS numbers, and with several new chemicals such as 2,4-Dinitrotoluene, 4,4'-Diaminodiphenylmethane, Benalaxyl, Beta-cyfluthrin, Bis(pentabromophenyl) ether, Bromoxynil, Chlorpyrifos, Chlorpyrifos-methyl, Empenthrin, Epoxiconazole, Fenamiphos, Mancozeb, Mecoprop, Mercury, Methiocarb, Perfluorooctanoic acid (PFOA) and its salts, Thiacloprid and Thiophanate-methyl being added.

Some entries present in the earlier version, such as Cyanazine's listing category changes and certain lead compound identifiers, have been reformulated with different chemical identifiers or removed, and a number of substances such as Toxaphene and several PFOS derivatives now carry revised or expanded HS code listings.

The introductory notes to Part 1 were also reworded, including the internal cross-reference to Article 8(6) and the description of the entry concerning cis-1,3-dichloropropene, without changing their substantive content.

The list of persistent organic pollutants in Part 1 has been expanded to add new entries such as Dicofol, Pentachlorophenol and its salts and esters, PFOA and its salts and related compounds, PFOS and its salts and perfluorooctane sulfonyl fluoride, and Decabromodiphenyl ether, each with its own EC, CAS and CN code identifiers.

Many CN codes for existing chemicals in Part 1 have been changed, generally replaced with 'ex' prefixed codes and different numeric codes, and explanatory notes on the scope of the export ban were added for several entries including Pentabromodiphenyl ether-related substances and PFOA/PFOS entries.

Part 2 now opens with a list of exemptions for mercury-added products such as those for civil protection, military, research, calibration, and certain switches and relays, and it adds new numbered entries (9 through 13) covering batteries, switches and relays, cosmetics, pesticides and biocides, and non-electronic measuring devices, while some earlier entries such as CN codes and CAS/EC identifiers in entries 1 to 4 were also revised.
