A new point (fa) has been inserted into Part I, point 1 of Annex III, adding labelling requirements specific to products belonging to PFC 3 that contain a polymer referred to in Part II, section CMC 9, point 1a, of Annex II.

This new point (fa) requires a stated functionality period tied to use instructions, an instruction on buffer zones or a default 3 m distance from surface water bodies, and an instruction on handling mulch films after their functionality period or, absent national measures, on incorporating and keeping the product buried in soil.

The remainder of Annex III, including the rest of Part I and Parts II and III as shown, is unchanged between the two versions.

Point 7 has been restructured from a single sentence covering growing media and polymer-binding products into a lead-in sentence followed by two lettered sub-points (a) and (b) that separately identify the growing-medium case and the polymer-binding case.

The new point 7(b) adds a qualification not present before, excluding from the instruction any polymer used for binding material that meets any of the requirements set out in Part II, section CMC 1, point 1(f)(i) to (iv) of Annex II.

Two new points, 7c and 7d, have been added to Part I of Annex III, which did not appear in the earlier version.

Point 7c requires that where an EU fertilising product contains processed manure as referred to in CMC 10 of Annex II, the label must include information on possible air quality impacts from ammonia release with a remediation invitation, and a warning about possible aminopyralid or clopyralid content and its use restrictions, with an exception for products containing no more than 50 micrograms of aminopyralid or clopyralid per kilogram of dry matter.

Point 7d requires that where an EU fertilising product contains a component material out of manure, the total content of nitrogen originating from manure must be indicated, a requirement absent from the earlier text.

The PFC 1 rules on inhibitors now refer to 'inhibiting compounds' rather than to 'inhibitors' when describing the nitrification, denitrification and urease content to be expressed, both in the general labelling text and in the corresponding tolerance table.

The PFC 5 (Inhibitor) section is expanded from a single sentence on declaring ingredients into three numbered points, adding a requirement to declare the content of the inhibiting compound(s) and detailed use-instruction requirements about compatible fertiliser types and minimum/maximum recommended mixing concentrations for nitrification, denitrification and urease inhibitors.

The PFC 7 (Fertilising Product Blend) section adds a new sentence stating that where a blend contains one or more inhibitors belonging to PFC 5, the use instructions referred to in point 3 of PFC 5 in Part II of the Annex shall not be added.

The general labelling rules were expanded and rewritten: point (h) on ingredient listing now also covers volume and liquid-form dry weight and adds a mineral-name allowance, and point 3 was replaced with a much more detailed regime tying labelling to maximum residue limits, levels and values under several named regulations and directives rather than the simpler single-sentence rule previously used.

New provisions were added or expanded, including point 7 extending the no-soil-contact/disposal instruction to certain growing media, new points 7a and 7b requiring declaration of manganese content for certain thermal or pyrolysis materials and of selenium or chloride content for high-purity materials, and new sub-points such as (ca) requiring a pH range for chelated micronutrients across several organo-mineral and inorganic fertiliser sections.

Several counter-ion declaration requirements were narrowed to apply only when the micronutrients are intentionally added, the chelating/complexing agent qualifiers were consolidated into a combined bracketed format, and the tolerance table for inorganic fertiliser nitrogen, phosphorus pentoxide and potassium oxide forms was changed from a 20% deviation capped at 1,5 percentage points to a 25% deviation capped at 2 percentage points, though the surrounding tolerance text is truncated beyond that point.
