ANNEX II
Component Material Categories (CMCs)
An EU fertilising product shall consist solely of component materials complying with the requirements for one or more of the CMCs listed in this Annex.

The AFTER text adds a new point 6 to CMC 3 allowing compliance with the PAH16 limit in point 4(a) to be presumed without testing where it certainly and uncontestably follows from the nature or recovery process of the compost or the manufacturing process, under the manufacturer's responsibility.
A corresponding new point 7 is added to CMC 5 permitting the same presumption-without-verification approach for the PAH16 limit in point 4, applied to the digestate or its fraction.
CMC 9 is expanded with a new point 1a allowing mulch film polymers for PFC 3 products, together with new points 2a and 4 setting biodegradability and earthworm chronic toxicity requirements for that polymer, and point 3 is revised to extend its toxicity testing requirements to the polymer referred to in point 1a, with a new Appendix 2 setting out detailed biodegradability criteria for mulch film polymers; none of this appears in the BEFORE text.

CMC 10, which in the earlier text was left as a placeholder table to be established by a future delegated act, now sets out a substantive table naming processed manure fulfilling conditions in Delegated Regulation (EU) 2023/1605 as a component material, together with detailed conditions on treatment timing, additional processing methods, additive limits, a PAH16 contamination limit, storage requirements, and a compliance-presumption rule.
Because both supplied texts are truncated before the end of Annex II, further differences beyond CMC 10 and into CMC 12 cannot be described from the material shown.

The registration requirement in CMC 1 point 2 now excludes polymers, adds a reference to point 10 (only for magnesia) among the Annex V exemptions, and several CMCs (3, 4, 5, 6 and 11) that previously repeated the full REACH registration wording now simply cross-refer to that point 2 requirement in CMC 1.
CMC 1 point 4 renames the substances as nitrification, denitrification and urease "inhibiting compounds" rather than "inhibitors," adds wording tying the oxidation, nitrous oxide formation and hydrolysis to the nitrogen contained in the EU fertilising product itself, and adds new sentences requiring the inhibiting compound to be present within a concentration range that ensures the stated reduction.
CMC 4 and CMC 5 add new points 3a, 3b, 3c and 3d covering mechanically separated fractions, nutrient-recovery treatment and water-removal processing of digestate, together with an additive rule, and the subsequent stability, contamination and impurity criteria in point 4 (and point 5/6 in CMC 5) are extended to cover the digestate or the fraction referred to in those new points, while CMC 12 gains new points 4, 5 and 6 on derivates from precipitated phosphate salts and on precipitation from Category 2 or 3 materials before the text is cut off.

The list of designated Component Material Categories now includes four additional entries, CMC 12 through CMC 15, covering precipitated phosphate salts and derivates, thermal oxidation materials and derivates, pyrolysis and gasification materials, and recovered high purity materials, alongside the eleven categories already present.
Within CMC 1 and CMC 11, the exclusion of polymers is narrowed by carving out natural, unmodified polymerisation products, biodegradable polymers, and polymers meeting a stated water-solubility test, and new exclusions are added for precipitated phosphate salts, thermal oxidation materials, pyrolysis and gasification materials, and certain recovered salts and compounds, each conditioned on being recovered from waste or being a by-product.
CMC 3 and CMC 5 replace the prior exception for the organic fraction of mixed municipal household waste and undetermined-end-point animal by-products with an exception for materials originating from mixed municipal waste and animal by-products or derived products within the scope of Regulation (EC) No 1069/2009, add a new point 1a allowing compost from Category 2 or 3 materials under stated conditions, and the stability text for chelating agents in CMC 1 is changed from a fixed pH 7 and 8 Hoagland-solution test to stability across a declared pH range; the CMC 2 processing list also gains fiberisation at or below 100 °C without additives other than water, and the remainder of the text is cut off before the full extent of further changes, including the new CMC 12 provisions, can be seen.
