The article changed from two unstructured paragraphs into five numbered paragraphs, extending the objection period from two months to three months and specifying that objections are addressed to authorities of a Member State or third country, or to natural or legal persons resident or established in a third country, with a separate route for persons resident in another Member State to object via that Member State's authorities.

New paragraphs were added covering the Commission's assessment of admissibility, the invitation to consultations within a five-month window with a possible three-month extension, and the conduct of consultations, matters not present in the earlier text.

The provisions on notifying the Commission of consultation outcomes, repeating scrutiny after substantial amendment, and adopting a decision under Article 99(1) or 99(2) are new additions not found in the before text.
