The heading and paragraph 1(a) now refer to plant pests in addition to animal diseases, extending the reference to restrictions arising from measures combating the spread of plant pests alongside animal diseases.
Paragraph 2's list of sectors gains a new point covering fruit and vegetables, listed before beef and veal.
Paragraph 4 now also allows the measures where the Member State has taken phytosanitary measures to monitor, control, eradicate or contain a pest, in addition to health and veterinary measures to stamp out disease, and it renumbers its internal cross-reference to paragraph 1, first subparagraph, point (a) instead of "point (a) of the first subparagraph of paragraph 1".
