The text now refers to significant disturbance affecting "the market concerned" rather than just "the market", and the insufficiency proviso for other available measures now also covers those measures being "not suitable", not only insufficient.
The list of possible measures no longer mentions providing for export refunds and changes the wording on import duties from suspending them to adjusting or suspending them, while adding that measures may take the form of a temporary voluntary production reduction scheme, in particular in cases of oversupply.
