The definition of an economic area in paragraph 2 now also includes, for products with a protected designation of origin or protected geographical indication recognised under Union law, the geographical zone specified in the product specification.

In paragraph 4, point (l) now excludes certified seed used for organic production within the meaning of Regulation (EU) 2018/848 from its scope, point (m) now refers to the prevention and management of phytosanitary, animal health, food safety or environmental risks rather than simply animal health, plant health or food safety, and point (n) now refers to the management and valorisation of by-products rather than just their management.

The closing text of paragraph 4 now adds that the rules shall not prevent the entry of new operators, in addition to the existing prohibition on causing damage to other operators.
