A new paragraph 4 has been added stating that the Commission may, at the request of a Member State or on its own initiative, adopt measures to determine whether a specific product or group of products falls within the definition of cosmetic product.
This new paragraph also specifies that such measures are to be adopted in accordance with the regulatory procedure referred to in Article 32(2).
No such paragraph existed in the earlier version of Article 2.

Article 2 Definitions 1.
