The introductory notes section gains two additional sentences stating that from 3 September 2021 hair and eyelash dye products containing the referenced substances shall not be placed on the Union market, and from 3 June 2022 such products shall not be made available on the Union market.

This added text follows the existing note about hair dye, eyebrow dye and eyelash dye products and their 2019/2020 market restrictions, which remains unchanged from the earlier version.

A new entry, numbered 32, has been added to the table for the substance Methoxypropylamino Cyclohexenylidene Ethoxyethylcyanoacetate, with its chemical name, CAS and EC numbers, and a maximum concentration of 3 % listed.

The new entry carries conditions restricting use to avoid exposure of the end-user's lungs by inhalation, prohibiting use with nitrosating agents with a stated maximum nitrosamine content of 50 μg/kg, and requiring storage in nitrite-free containers.
