Entry 142 for Silver was changed from a general listing to one specifying a particle size range of over 100 nm and under 1 mm, described as a powder, and adding a CAS number of 7440-22-4.

The conditions for entry 142 were also changed from having no listed product type or maximum concentration restriction to specifying lip products and eye shadow as the applicable product types, with a maximum concentration of 0,2 % for both.

The entry for Titanium dioxide (No 143) now adds a second line covering titanium dioxide in powder form containing 1% or more of particles with aerodynamic diameter of 10 micrometres or less, with a cross-reference to Annex III, No 321.

The preamble note on UV-filter use also has minor wording changes, replacing 'UV-Filter' with 'UV filter' and removing a comma before the cross-reference to Annex VI, No 27.

Entry 144 for Zinc oxide was changed to add a CAS number (1314-13-2) and an EC number (215-222-5), and to add a restriction stating it is not to be used in applications that may lead to exposure of the end-user's lungs by inhalation, replacing the prior entry which had no such identifiers or restriction.

Entry 126 for Carbon black (CI 77266) now lists additional CAS and EC numbers and adds a detailed purity specification covering ash, sulphur, PAH, benzo(a)pyrene, dibenz(a,h)anthracene, arsenic, lead and mercury limits, replacing the earlier simple reference to Commission Directive 95/45/EC purity criteria.

A new entry 126a is added for Carbon black (nano), specifying the same substance identifiers, a black colour, a 10% maximum concentration, a restriction against uses that could expose the end user's lungs by inhalation, and conditions limiting allowed nanomaterials to those meeting the stated purity profile and a minimum primary particle size of 20 nm.

All other entries in the list of allowed colorants remain textually the same as in the earlier version.
