The heading and provisions now cover liabilities alongside capital instruments, so paragraphs 1 through 3 and 6 refer to eligible liabilities instruments in addition to Common Equity Tier 1, Additional Tier 1 and Tier 2 instruments.
Paragraph 2 adds a requirement that the competent authority consult the resolution authority on an institution's compliance with the listed conditions before granting the prior permission described in paragraph 1, a step absent from the earlier text.
Paragraph 4 now allows the broad market index basis to apply to eligible liabilities instruments as well as Additional Tier 1 and Tier 2 instruments.
