The provision restructures the accounts and reporting procedure, splitting the former single paragraph on provisional accounts into separate steps for sending provisional accounts, sending consolidation information, and sending the budgetary and financial management report, each with its own deadline.

The final accounts procedure changes from the Management Board delivering an opinion to the Board of Supervisors delivering that opinion, and a new requirement is added for the accounting officer to send a standardised reporting package to the Commission's accounting officer by 15 June each year.

The publication of final accounts now specifies publication in the Official Journal of the European Union by 15 November of the following year, the internal cross-references to the Financial Regulation are updated to different article numbers, and a new closing paragraph requires the Authority to provide a reasoned opinion on the European Parliament's position and observations in the discharge procedure.

Article 64 Implementation and control of the budget 1. The Executive Director shall act as authorising officer and shall implement the Authority’s annual budget. 2. The Executive Director shall send them to the Management Board. 4. The Management Board of Supervisors, which shall deliver an opinion on the final accounts those accounts. 6.
