The budget process is redescribed as a multi-year single programming document covering the three following financial years, replacing the earlier single-year draft statement of estimates, and the transmission deadline changes from 31 March to 31 January while the list of recipients expands to include the European Court of Auditors.
The role of adopting the establishment plan and authorising appropriations for the subsidy, now called a balancing contribution, shifts from being described as the budgetary authority acting through the Commission-forwarded statement to the European Parliament and the Council acting directly, and notifications on significant financial projects go to the European Parliament and the Council rather than to a budgetary authority defined together with the Commission.

Article 63
Establishment of the budget
1.
