In point 20(c), the earlier requirement that placing on the market occurred at any time between 18 September 1981 and 31 October 1993 inclusive was replaced by a requirement that placing on the market occurred before the entry into force of this Regulation, with the 18 September 1981 to 31 October 1993 date range moved into a new clause about the documentary evidence to be held.

The AFTER text adds a requirement that the documentary evidence include proof that the substance was placed on the market by any manufacturer or importer within that same 18 September 1981 to 31 October 1993 window.
