EXEMPTIONS FROM THE OBLIGATION TO REGISTER IN ACCORDANCE WITH ARTICLE 2(7)(b)

Paragraph 7's list of naturally occurring substances was shortened, dropping minerals-related terms like ore listings and natural gas variants while retaining others such as coal and crude oil.
Paragraph 8's exemption conditions were expanded to add exclusions for substances meeting persistent, bioaccumulative and toxic or very persistent and very bioaccumulative criteria under Annex XIII, and for substances identified under Article 59(1) at least two years earlier as giving rise to equivalent concern under Article 57(f).
New paragraphs 9 through 13 were added covering substances obtained from natural sources such as vegetable and animal fats, oils and waxes and certain fatty acids and glycerol, a separate list including liquefied petroleum gas, natural gas condensate, coke, cement clinker and magnesia, glass and ceramic frits, compost and biogas, and hydrogen and oxygen, replacing the former paragraph 9 that had listed only hydrogen, oxygen and noble gases.
